Hello,

I am working on a submission for churn marketing research methodology development. My questions include
1- the challenge mentions targeting people eligible due to disability. Does this mean people with psychiatric disabilities? or is it intended to target people who qualify based on the full range of disabilities that can qualify someone for Medicaid?

2- since most of the decisions about health exchanges and their relationship with Medicaid have yet to be finalized - should proposed data analyses consider only data available currently - or can it include data that should be available through the exchanges?

    Hello and thank you for your questions!

    To your first question, we apologize for any confusion, the methodology challenge tasks researchers with developing a methodology for identifying the marketing communications profile of uninsured individuals who have been disenrolled from coverage affordability programs but remain eligible for enrollment. This is not intended to be specific to those who were previously eligible based on a disability (of any kind). Avoidable disenrollment is a problem that significantly impacts individuals with a range of behavioral health needs and also of course individuals who do not have behavioral health problems. We apologize for any confusion arising from the combination of both challenges into one post.

    The Stay Covered challenge, which targets individuals who are currently eligible and enrolled, targets people who are eligible based on a (any) disability. We are obviously particularly interested in those with psychiatric disabilities but are not specifically restricting the stay covered challenge to communications to that population.

    To your second question, we are interested in ideas that incorporate data on disenrollment that has historically been available and also any new sources, arising from the implementation of specific provisions of the ACA or from any other efforts. In short, do not limit yourself to historically available data but keep in mind that the vast majority (80%) of the points assigned to the review of submissions address the description of data/methods of analysis and personnel qualifications, including data analysis and technical resources available.
